A Study on the Improvement of Personal Assistance Service for the Disabled in Korea: Focusing on the Grade Evaluation System

Four years have passed since the Personal Assistance Service(PAS) for the disabled was introduced on October 2011. The PAS is one of the representative social service for independent living of people with disabilities in korea. The purpose of this study is to analyze the main issues and problems of the grade evaluation system of PAS, which has been revealed many problems since it was launched in October 2011 and then to find the improvement. The research used the literature survey and Focus Group Interview was executed from 9 grade evaluation professionals. This research found the problems of the grade evaluation system of PAS, which was about grade evaluation criteria, grade evaluation areas, grade evaluation committee, visiting investigator and grade evaluation procedures. Based on these findings, Korean Personal Assistance Service needs to consider the following changes, 1) completely abolishing the rating limits of eligibility, 2) significantly modifying the medical and physical function central recognition research area, 3) improving the professionalism of grade evaluation committee, 4) expanding recruitment and efforts to ensure professionalism of fhe National Pension Service organization. 5) The coordination of operations between the NPS and local governments must be strengthened in order to be more efficient.
